Smart meters: a dumb idea
Around 2009, electricity companies started replacing electricity meters with new 'Smart Meters' in Australian homes and businesses.
What can the electricity supply companies do with these 'Smart Meters'?
Electricity companies are able to impose different tariffs at different times of day. This could mean they charge more for peak times, leading to higher electricity bills. Electricity companies are able to remotely 'read' the meter through electronic means. This could cause RFI (radio frequency interference) to radio equipment. They also save on the costs of having personnel manually read the meters. Electricity suppliers can use the meters' built-in switching to remotely turn the power on or off to a premises.
Not environmently friendly
The new smart meters are fully electronic. That is, they use an electronic means of sensing the wattage (current and voltage) flowing through them. There is a microchip to analyse the data, an LCD to show the kilowatt hours, and a transmitter/receiver radio circuit for remote meter reading and control. The electronics in the smart meters use more electricity than analogue meters. When no electricity is consumed in the house, analogue meters don't spin and hence consume no power. Smart meters constantly draw a small amount of power to keep themselves operating. There is simply no benefit to consumers or the environment.
Not to mention the greenhouse gases generated in order to implement these 'dumb meters'. The factory manufacturing the meters will produce emissions. The personnel who will be driving to every home and business to install the meters will also emit carbon monoxide from their vehicles. And lastly, the old meters must be disposed of. Even recycling them requires energy. So why not leave the old meters in place and save the environment?
The aftermath
Comsumers are reporting of electricity bills rising two to threefold since their smart meter was installed. In effect, consumers are financing these new smart meters. It is absurd how suppliers will be reaping huge revenue increases from the peak usage tariffs, and yet pass the installation costs onto the end user. In fact, it is extremely unfair because the meter is owned by the electricity company and not the homeowner, yet it is the homeowner who ultimately pays for it.
Customers on pensions and the elderly stand to be most disadvantaged from the smart meters. These are the customers that will use most of their electricity during peak times, when suppliers will have a higher tariff in place.
Being 'Green' (Solar) doesn't help
If you thought that installing photovoltaic (PV) solar power panels would cut your power costs in the long run, think again. When you have PV installed, you have no choice but to have a smart meter installed. The smart meter adds further to the cost of the PV installation, and this is often not included in quotes by the PV installation companies.
And as mentioned earlier, pensioners would also not benefit from this. Any power generated by your PV system that is exported back to the grid is considered income. Yes, this is income that would reduce any pension or elegible government allowance.
Government damage control
Whatever advantages claimed by the government has not got anyone convinced.
Currently, governments claim the tariff system is not currently in effect for those with smart meters. This is merely an election ploy; an effort to prevent damage until after the election. Afterwards, there is nothing stopping the government or electricity companies from charging higher tariffs during peak electricity usage periods.
Causes Radio Frequency Interference and Radiation
Some people who have had a smart meter installed have reported that after their remote control systems were activated, interference to radio ensued. It is described as a pulsating noise, and has reportedly caused wideband interference, where the noise could be heard throughout the FM broadcast band.
Others have reported in forums where smart meters using the 2.4GHz ISM band (to communicate with the suppliers) are causing interference to other devices using the same band. They can cause problems with WiFi computer networks, bluetooth devices and AV senders that use the 2.4GHz band. With a smart meter in every house, neighbourhood radiation levels could potentially increase.
Loss of privacy and potential terrorism threat
The radiofrequency remote signalling and control systems of smart meters can potentially be subject to terrorism and other cyber attacks. Terrorists and hackers may be able to turn the power off to homes by broadcasting a spoofed (falsified) control signal to the smart meters.
There is a loss of privacy. Electricity companies can know (almost instantaneously) the power usage at a property with a smart meter by using the remote meter reading system. They can use this data to develop a usage pattern report, which can then be used to deduce the time of day people are at home and when they are using electricity. Armed with this data, and aggregating it with other customers, the electric company can then determine the best times for on-peak and off-peak electricity usage periods, thereby maximising their revenue.
It's unfair
Customers pay for them and get no benefit from the smart meters. The electricity companies pocket the savings and do not pass it onto the customer. The government is forcing this upon consumers without proper consulation.
Another point of importantance is that the meters are owned by the electricity company, and not the homeowner. It is absurd the homeowner is financing the meters (via a new 'Metering Charge' on their bills).
Conclusion
Smart meters are not smart at all for consumers. They cause rip offs, degrade people's quality of living and eats away at their income.
This has got to stop. Say no to smart meters!
Refuse any offers to 'upgrade' your old meter to a smart one. Smart meters are unwelcome and unwanted. Put a prominent note inside the meter box to tell them not to replace it with a smart meter (make sure it does not interfere with fuses, circuit breakers or safety switches. If applying a sticky label to the meter itself, do not obscure any serial numbers or readouts on the meter itself).

Update 31 Jan 2011. An elderly woman, Christine McIntosh, has received an electric shock from a garden tap due to a faulty installation of a smart meter. The woman was admitted to hospital.
Electrical Safety Certificates. At the very least, request a guarantee that you will be provided with a certificate of electrical safety before you allow them to start work if you have no choice. Any electrical work performed must be accompanied by a certificate of electrical safety by law! There have been reports of smart meters being installed without certificates being suppled.
04 Feb 2011. People have reported receiving letters that threaten to cut off their electricity supply if they refuse to allow a smart meter to be installed. The authorities (or unscrupulous electricity utilities/contractors such as SP AusNet) are now resorting to intimidation and scare tactics in order to push through these dumb meters.
SP AusNet claims the old meters need to be replaced with new smart meters for safety reasons. However, contractors are attempting to install as many as 30 new smart meters per day, at times spending only minutes at each property, often without the homeowner even realising until after it has been installed. At this rate, they do not spend the necessary time to perform checks to ensure the electrical safety of the new installation. Nor do they provide certificates of electrical safety - something that is required by law when any 240v mains electrical work is performed at a home or business premises.
As mentioned previously, a woman received an electric shock from a garden tap due to an incorrectly installed smart meter (reverse polarity). If such incidents can occur, how can AP AusNet claim it is due to 'safety reasons'? If it ain't broke, don't fix it! The disturbance of hundreds of thousands of perfectly working electrical switchboards in homes carries far more risk then leaving them alone.
14 Feb 2011 - Rob Irving had a smart meter installed without his knowledge whilst away from home.
He called 3AW's Mitchell Programme on Monday 14 Feb 2011 to explain the problems it caused.
He returned from 4 weeks holiday only to find the safety switch was tripped out for a week due to a 'hot wired' smart meter installation. His fridge had stopped running, all the food had gone off and the water had leaked all over the floor, causing his house to become 'a shambles'.
Rob called the electricity supplier. SP Ausnet told Rod to ring the installer as SP Ausnet could not do anything about it.
17 Feb 11 - The power distrubution companies CitiPower, Powercor, SP AusNet, Jemena, United Energy and Energy Networks Association have jointly placed a full-page ad in the newspaper that attempts to quell the concerns of Victorians.
They mention that "in 2006, the Victorian Government mandated the rollout of smart meters to every Victorian home and business", however it is not clear if the law states that you cannot refuse to install them. It is well known that people have successfully refused the installation of the new meters. The companies are using this as a new scare tactic.
They claim that after the rollout is completed, "customers can expect to see meter charge reductions". But why are customers now seeing a new "Metering Charge" item on their bills? Customers will be charged more. In fact, all electricity customers (even those without smart meters) are already paying the charge, which is hidden and built into the service charges. Why should customers pay for equipment not owned by them? Why should customers pay for an electricity company to measure how much energy they have used?
19 Feb 11. The same full page ad has been placed in the newspapers again. The electricity utility companies are effectively wasting money on this campaign. The costs will unfortunately be passed onto their customers, again increasing their costs of electricity supply.
6 Apr 11 - Widespread resports of people calling 3AW's Mitchell programme tell of how electricity customers are not receiving bills for several billing periods due to the electricity distributors (e.g. Jemena) not supplying the meter readings to the retailers (e.g. TRU Energy). Customers are ringing up asking for their bill, only to be issued with a very large combined bill with very little time to pay.
The distribution companies have not supplied some meter readings to their retailer due to the smart meter rollout. Although customers have seen their meter being read, they still needed to contact their retailer to find out why their bill had not arrived.
3 Jul 2011 - An ABC report has highlighted a case of a smart meter giving incorrect usage metering. Jenny Thompson's 4.8kW electric hot water service was incorrectly metered as drawing 8.6kW - nearly double the rate. She paid an extra $560 per annum in electricity usage charges.
1 Nov 2011 - It has been revealed that Australia's energy regulator has approved a $60 price hike on electricity bills to pay for the new smart meters. The announcement was made on the evening of 31 October, coinciding with Melbourne Cup Eve. This is over and above the new 'metering fee' introduced earlier this year. The Bailleu Government smart meter review is still ongoing a year after it was announced.
7 Nov 2011 - In a letter leaked to 3AW's Neil Mitchell, MFB fire commander Shane Wright confirmed that there were concerns the installation of smart meters may be linked to electrical fires. All fires involving smart meters will be recorded. Fire fighters have also been ordered to not allow electricity company representatives from removing a smart meter if it is involved in the fire. This prevents any attempt to 'cover up' evidence that the smart meter was involved.
It is not necessarily the smart meter itself that causes the fire, but instead, it is due to the installation process. When a smart meter is fitted, wiring and other parts of a switchboard is disturbed. If the contractor does not take due care, the disturbance of wires can lead to a hazardous situation. Contractors push workers to install the new meters as quickly as possible in order to keep up profits. The 'rush jobs' may not put safety first.
However, in one case where Energy Safe Victoria investigated a smart meter fire, it was discovered a manufacturing fault inside the smart meter caused a fire which spread to the switchboard.
But as yet, there is no firm link between switchboard fires and smart meters. In the preceeding few months, there have been three switchboard fire incidents, all of which had a smart meter installed. Investigations are ongoing.
14 Dec 2011 - The smart meter review being conducted by the Bailleu government has ended. Unsurprisingly, the review came to the conclusion that too much has already been spent on the smart meter programme and it will continue. As of December 2011, there are just under 1 million smart meters in Victorian households. The so-called review was just a bit of politics to make the Bailleu government look like they were doing something about the problem.
The notion that too much has already been spent is absolutely absurd. By stopping any further installation, money is saved. Persisting with the programme would require paying contractors to continue visiting the remaining properties to install the meters, and more electricity bill blowouts for customers. By continuing with the rollout, it will cost more, not less.
31 Jan 2012 - The electrician who incorrectly installed a smart meter that caused an electric shock to a Highett woman through a garden tap is facing $30,000 in fines and could potentially lose his licence under the Electricity Safety Act. He has been found guilty of installing unsafe electrical equipment and failing to properly test the equipment after installation.
